Magnitude of N. Korea seismic event bigger than 2009 test - CTBTO
VIENNA, Feb 12 (Reuters) - The magnitude of an unusual seismic event in North Korea was 4.9 on the Richter scale, an international nuclear test monitoring agency said on Tuesday, bigger than the 4.52 measured when the North carried out a test in 2009.
The Comprehensive Nuclear Test Ban Treaty Organisation (CTBTO) also estimated the time for the event at around 0258 GMT.

Obama statement on N. Korea's nuclear test
North Korea announced today that it conducted a third nuclear test. This is a highly provocative act that, following its December 12 ballistic missile launch, undermines regional stability, violates North Korea’s obligations under numerous United Nations Security Council resolutions, contravenes its commitments under the September 19, 2005 Joint Statement of the Six-Party Talks, and increases the risk of proliferation. North Korea’s nuclear weapons and ballistic missile programs constitute a threat to U.S. national security and to international peace and security. The United States remains vigilant in the face of North Korean provocations and steadfast in our defense commitments to allies in the region.
These provocations do not make North Korea more secure. Far from achieving its stated goal of becoming a strong and prosperous nation, North Korea has instead increasingly isolated and impoverished its people through its ill-advised pursuit of weapons of mass destruction and their means of delivery.
The danger posed by North Korea’s threatening activities warrants further swift and credible action by the international community. The United States will also continue to take steps necessary to defend ourselves and our allies. We will strengthen close coordination with allies and partners and work with our Six-Party partners, the United Nations Security Council, and other UN member states to pursue firm action. -

UN condemns North Korean nuclear test, Security Council to meet

UNITED NATIONS - U.N. Secretary-General Ban Ki-moon condemned as "deplorable" North Korea's nuclear test on Tuesday, and U.N. diplomats said the Security Council scheduled an emergency meeting to discuss the possibility of imposing new sanctions on Pyongyang.
"The Secretary-General condemns the underground nuclear weapon test conducted by (North Korea) today," Ban's spokesman Martin Nesirky said in a statement. "It is a clear and grave violation of the relevant Security Council resolutions."
"It is deplorable that Pyongyang defied the strong and unequivocal call from the international community to refrain from any further provocative measures," he said.

Pyongyang, February 12 (KCNA) - The Korean Central News Agency released the following report on Tuesday:
The scientific field for national Defence of the DPRK succeeded in the third underground nuclear test at the site for underground nuclear test in the northern part of the DPRK on Tuesday.
The test was carried out as part of practical measures of counteraction to defend the country's security and sovereignty in the face of the ferocious hostile act of the US which wantonly violated the DPRK's legitimate right to launch satellite for peaceful purposes.
The test was conducted in a safe and perfect way on a high level with the use of a smaller and light A-bomb unlike the previous ones, yet with great explosive power. It was confirmed that the test did not give any adverse effect to the surrounding ecological environment
The specific features of the function and explosive power of the A-bomb and all other measurements fully tallied with the values of the design, physically demonstrating the good performance of the DPRK's nuclear deterrence that has become diversified. -

Size of North Korean nuclear test over 7 kilotons - Interfax
MOSCOW, Feb 12 (Reuters) - Russia's Defence Ministry said the power of North Korea's nuclear test blast on Tuesday surpassed 7 kilotons, a ministry source told the Interfax-AVN military news agency.
South Korea said earlier on Tuesday that the size of the seismic activity indicated a nuclear explosion slightly larger than the North's two previous tests at 6-7 kilotons. The Hiroshima bomb was, by comparison, around 20 kilotons.

Japan PM: North Korea's nuclear test is "grave threat" - Kyodo
TOKYO, Feb 12 (Reuters) - Japanese Prime Minister Shinzo Abe said on Tuesday that North Korea's nuclear test is a grave threat to Japan and cannot be tolerated, Kyodo news reported, citing a government statement.
"It is a grave threat to our nation's safety and cannot be tolerated as it will significantly damage international society's peace and safety," Abe was quoted as saying.
Chief Cabinet Secretary Yoshihide Suga told a news conference that Japan expects the U.N. Security Council to impose severe sanctions against North Korea as it conducted the nuclear test despite the international community's urging it not to do so.
The U.N. Security Council scheduled an emergency meeting to discuss the possibility of imposing new sanctions on Pyongyang.
