Thomson Reuters Foundation correspondent Megan Rowling spoke to World Food Programme (WFP) Executive Director Ertharin Cousin:PARIS, Dec 2 (Thomson Reuters Foundation) - Ending hunger by 2030, one of 17 global goals adopted in September, can only happen if more money and effort are invested in helping people cope with climate change impacts, the head of the U.N.'s food aid agency said.Extreme weather that is worsening as the planet warms - including stronger storms and longer droughts - are having a growing impact on the poorest and most vulnerable people, said World Food Programme (WFP) Executive Director Ertharin Cousin.
Yet the world knows how to protect those communities, and must now find the money to put the right policies into action, she said.
"Without the climate change investments in adaptation ... and the changes in our response, we cannot achieve zero hunger. It's impossible," she told the Thomson Reuters Foundation in an interview on the sidelines of U.N. climate talks in Paris.
For example, droughts hitting people in Africa's arid Sahel region repeatedly make them weaker each time, and bouncing back becomes more difficult, she said.
It takes a vulnerable person about three years to recover financially from a significant shock, she noted.

Global soil loss is a rising threat to food production: scientistsTORONTO (Thomson Reuters Foundation) - One third of the world's arable land has been lost to soil erosion or pollution in the last 40 years, and preserving topsoil is crucial for feeding a growing population, scientists said in research published during climate change talks in Paris.
It takes about 500 years to generate 2.5 cm (one inch) of topsoil under normal agricultural conditions, and soil loss has accelerated as demand for food rises, biologists from Britain's Sheffield University said in a report published on Wednesday.
Preserving valuable topsoil is crucial if the world is to produce enough food for more than 9 billion people by 2050, the scientists said.
"Soil is lost rapidly but replaced over millennia, and this represents one of the greatest global threats to agriculture," Sheffield University biology Professor Duncan Cameron said in a statement with the report.
He recommends that farmers engage in "conservation agriculture" where crops are rotated more frequently, organic matter is restored to the soil and less energy. is spent on nitrogen fertilizers.

First small sign of climate accord on five-year review of carbon cuts
ReutersClimate negotiators in Paris are drawing close to resolving one of the sticking points for a breakthrough emissions pact by favoring a five-year review period on promised greenhouse gas cuts, a top official said on Wednesday. -

"There are things that cannot be replaced monetarily."She gave this as an example of "loss and damage" from climate change, and told journalists at the U.N. climate change talks in Paris that experts are still figuring out how to address people's loss of homes, community culture and family stability after they are hit by extreme weather or rising seas.New Orleans has changed since the Katrina disaster, she said. China will cut emissions of major pollutants in the power sector by 60 percent by 2020, the cabinet announced on Wednesday, after world leaders met in Paris to address climate change.China will also reduce annual carbon dioxide emissions from coal-fired power generation by 180 million tonnes by 2020, according to a statement on the official government website. It did not give comparison figures but said the cuts would be made through efficiency gains.In Paris, Christiana Figueres, head of the U.N. Climate Change Secretariat, said she had not seen the announcement, but linked it to expectations that China's coal use would peak by the end of the decade.

The switch from fossil fuels to sustainable energies such as wind and solar is inevitable, and the transition could happen within two decades depending on decisions reached at the Paris climate summit, Tesla Motors CEO Elon Musk said Wednesday.Nearly 200 nations are meeting in the French capital for a two-week United Nations climate conference aimed at reaching an agreement to curb global warming caused by carbon emissions which are partly caused by usage of fuels such as coal and oil.Speaking to students at Paris Sorbonne university campus about climate change, the chief executive of the electric carmaker Tesla, said: "We are going to exit the fossil fuel era. El Nino is bittersweet for disappearing Kiribati as it battles climate change
As the tiny South Pacific nation of Kiribati battles to save its islands from climate change-induced rising sea levels and drought, in an ironic twist the strongest El Nino in nearly 20 years is providing it with an economic bonanza in tuna.
The warming of the Pacific Ocean due to the El Nino weather system has sent tuna schools migrating away from traditional waters near Papua New Guinea and toward Kiribati to the east, allowing the island nation to sell access rights to international fishing firms in excess of $15,000 a day.

EU trucks' fuel efficiency no better than a decade ago - study
Trucks in the European Union are no more fuel efficient than they were more than a decade ago, according to a report released on Thursday, as calls increase for emissions from heavy duty vehicles to be regulated in the same way as cars.
The study by the International Council on Clean Transportation (ICCT) found that the fuel efficiency of heavy duty vehicles, which are responsible for one third of CO2 emissions in the EU but only a small fraction of vehicles on the road, had remained unchanged since the early 2000s.

India army on war footing to rescue survivors as flood toll nears 270
The Indian military struggled to evacuate thousands of residents stranded in the southern state of Tamil Nadu on Thursday as the death toll from flooding rose to 269 after the heaviest cloudburst in over a century.
Predictions of incessant rainfall by the weather office meant that the army had to work on a war footing to rescue survivors trapped in inundated parts of Chennai, India's fourth most populous city.
Prime Minister Narendra Modi, who has blamed climate change for the deluge, traveled to Chennai to get a first-hand view of a rescue effort that has so far been halting.

U.S. oil groups face rising biofuels costs, see higher pump prices
U.S. oil companies will likely pay close to $1 billion this year to put more ethanol and renewables in gasoline and diesel and face even higher compliance costs in 2016 after the U.S. government set targets for alternative fuel use above industry expectations.
Higher costs could be passed on to consumers, pushing fuel prices higher and prompting further calls from the oil industry for reductions in the quotas.
Companies such as Marathon Petroleum Co and Valero Energy Corp are scrambling to digest the requirements for biofuel use set by the Environmental Protection Agency and work out how much they may have to pay for paper credits to help them meet quotas.

India to ban old trucks as cities choke on dirty air
India will force all commercial trucks more than 15 years old off the road from April and is reviewing how it checks vehicle emissions, a senior transport official said, as the government tries to curb soaring urban air pollution.
The World Health Organization said last year that India had 13 of the 20 most polluted cities on the planet, including the worst offender, New Delhi.
Fumes spewed by a multiplying fleet of commercial vehicles, many of them old and badly maintained, are one of the biggest contributors to air pollution nationally: the Centre for Science and Environment (CSE) think-tank estimates their share of vehicular emissions at 60 percent.
